Working Group Operating Policies

Here are the policies under which the 1364.1 Working Group operates:

1. The 1364.1 Working Group maintains a mailing list (vlog-synth@eda.org) that is open to any interested individual or organization. Material posted to the mailing list is owned by the WG. Use of such material for other than WG purposes requires approval of the Chair of the WG.

2. Everyone who is on the 1364.1 mailing list (vlog-synth@eda.org) is automatically a non-voting member of the Working Group. Non-voting members may remain on the 1364.1 mailing list as long as they are interested.

3. Anyone who attends at least one face-to-face/tele-conference Working Group meeting in every four consecutive meetings, automatically becomes a voting member of the Working Group. Such a member must be on the 1364.1 (vlog-synth) mailing list.

4. A voting member has the privilege of voting rights when voting is conducted within the working group on technical matters.

5. To remain a voting member you must fulfill your obligation to vote on matters presented for a vote (unless you are on vacation in which case you should let the Chair know).

6. A quorum is 50% of the voting membership. If in a face-to-face/tele-conference meeting a quorum is met, decisions made at the meeting are final. If the quorum requirement is not met, the meeting will make proposals that will be put to vote later on the reflector.

7. For a vote to pass, a simple majority (>50%) is the rule. Abstain dont count. For example, if 10 people send in a vote and 6 say yes, the vote passes. Voting period typically will be 1 week, though exceptions may be made during holiday periods.

8. Discussions and voting will take place on the reflectors and in the face-to-face/tele-conference meetings.

9. A new Chair is elected every two years. The DASC (Design Automation Steering Committee), who is the sponsor of this WG, shall conduct the election for a new chair under DASC rules.

10. The WG shall have at least four face-to-face/tele-conference meetings every year.

11. A policy can be changed by the Working Group using the 75%-75% consensus rule. However, the Chair will retain the right for making a final decision so that WG can continue to operate in a reasonable manner.

12. Every voting WG member must be a DASC member.

Note: 75%-75% rule means that 75% of the voting WG sent in their votes and of these 75% said yes.
