Is Rob Anderson out there do so some work on his suggestions?

I can edit up the packages. I've started with the original
numeric_std and numeric_bit packages. I checked them into RCS.
then as I add fuctions I will check them back out again.

All of the new functions will be at the bottom of the package,
and we will leave the top alone. Sound like a plan?

I will coordinate this with the std_logic_1164 packages.
I also need to look at some of the overloading things they are doing
in VHDL 200X, which have the potential to shoot us in the foot.
