I don't know of any "new" stance. For as long as I can recall, the IEEE
stance has been as follows:
All work on a draft standard is covered by IEEE copyright. Therefore,
permission must be obtained for any distribution. However, the IEEE
does allow distribution "for the purposes of standardization." During
the draft development phase, this phrase has consistently been
interpreted to allow public distribution of the draft for review and
comment, provided that the draft carries the IEEE copyright and
notification that it is a draft and should not be relied upon. I can
supply the exact text if necessary.
Notice that, once a draft enters ballot, the constraints on distribution
become much tighter. The only people outside of IEEE staff that are to
have access at that point are the balloters and working group members
that are running the ballot.
