This would be a good idea, if there were no strings attached.
We would want Synopsys to donate as well a nonexclusive license
to any of their patents possibly infringed by a standards user
of the donated material. If there are no relevant patents,
then this would be a nonissue.

In my opinion, IEEE never should require anything
in a standard implying any licensing obligation to
a third party (such as would be Synopsys). The temptation
into corruption would be too strong, and corruption
would be there in appearance even if not in reality.
