Changing the voting rules as proposed by Bernard makes a lot of
sense, but can it be done? If we assume that a particular
group in this committee can stall one significant decision
requiring an 80% quorum (e.g. accepting a draft language proposal)
it can surely block another significant decision (limiting
the number of votes per corporation)? Not that this has to
be the case, of course.
