STATEMENT OF THE ISSUE:

It is suggested that the preamble keywords [File Name], [File Rev],
[Date], [Source], [Notes], [Disclaimer], and [Copyright] be required
to be positioned before the [Rail Title].

STATEMENT OF THE RESOLVED SPECIFICATIONS:

Add Other Notes under the [RAIL Ver] section to read the following:

| Other Notes:  The keywords that are listed below must be positioned
|               before the [Rail Title] keyword since they make up the
|               preamble section:
|               [File Name], [File Rev], [Date], [Source], [Notes],
|               [Disclaimer], and [Copyright].

ANALYSIS PATH/DATA THAT LED TO SPECIFICATION:

The RAIL spec does not directly mention the position of the preamble, 
but it suggests, simply from description and label, that the preamble 
should always be at the top of the RAIL file.  This statement is being 
added for specification and clarity.
