STATEMENT OF THE ISSUE:

It has been assumed, but not stated that [Budget] rules take priority over
any conflicting [Topology] information when such information is provided
for physical guidance.

STATEMENT OF THE RESOLVED SPECIFICATIONS:

Add the following paragraph in Other Notes in [Topology]:

Note that if a net or group of nets has guidelines under both [Budgets] and 
[Topology] the quantities expressed in [Budgets] should take precedence.  In 
these cases, the [Topology] is just listed as a suggested implementation or 
starting point to derive a layout that will quickly satisfy the stated 
[Budgets].

This text is proposed by Don Telian to reinforce the intention that [Topology]
data can provide a sample implementation, but rules expressed under the 
[Budget] keyword take precedence.  This needs to be understood by the RAIL
