Deal colleagues,

Attached are draft bylaws, with revisions as approved at the recent
meeting in Germany. I have consulted the DASC steering committee, and
learn that DASC membership is required for voting membership in working
groups. (It appears that the DASC bylaws on the DASC web pag are out of
date in this respect.) Accordingly, I have inserted a phrase in the
Membership section, indicating that an Observer Member who is a DASC
member may become a Voting Member.
